I’m confused. The standard phrase in NY is “heat and hot water” is included. Yet, I’m seeing all sorts of “turn your thermostat down” and “only heat those rooms that you’re in” type of advice.

Not sure where or how it is in the rest of the country, but when heat and hot water are not part of the cost and not controlled by the tenant, this kind of advice isn’t “apartment living” it’s only “if you pay for heat” living.

Even if heat is included and you can’t control the temperature, you should be able to close off or cover the vents in the rooms you may not use as much. There are magnetic covers, adjustable vent covers, and there is always duct tape ;-) . You can also ask management if it is possible to turn the temperature down from their end.
